Valero Refinery – Industrial District Creation
The proposal is an appeal to the City of Houston for the deannexation and simultaneous designation of an Industrial District to support Valero Refining – Texas, L.P.’s efforts to modernize and expand its Ship Channel facility.
Although the Valero Refinery property is approximately 189 acres, the deannexation would be for only 135.02 acres of the Valero Houston holdings. Valero is prepared to make significant improvements to the facility to improve efficiency and reliability, to reduce emissions produced by the Houston Refinery, and to create products that are more environmentally friendly.
Knudson, LP’s role was to assist Valero with the creation of
the deannexation package and map the revised industrial boundaries for presentation to the City of Houston and other public entities, including provide financial scenarios for the financial benefits to both Valero and the City of Houston.
