Houston Airport System Master Planning

Knudson has assisted in the preparation of the Intercontinental Airport (IAH) Master Plan, Hobby Airport Master Plan, and Ellington Field Master Plan.  The purpose of these plans for the Houston Airport System was to consider the long‐term needs, land use impacts, and economic development opportunities in the area.  Knudson assisted in data collection and mapping using GIS, land use analysis, environmental and socioeconomic impact analysis, preparation of displays, and preparation of presentations for public meetings.

Knudson worked with HNTB and the HAS staff to map existing aerial map information available from the HAS Airport Spatial Information System (ASIS) to develop a Noise Land Inventory Map.  The map displayed the property boundaries and tax parcel identification numbers on each parcel of the noise land mitigation area.  The Noise Land Inventory Map also illustrated the 2006 DNL 65 noise contour.  This noise contour was used to determine whether parcels can or will be retained for noise compatibility purposes.

Additionally, Knudson linked the NLI database information to the aerial map via a discreet numbering system in GIS, thereby storing the map and database information in GIS format.  This also made review and comparison of the information on the data table and the aerial map easier.

Knudson also provided land use planning and policy guidance with regard to off-site land use issues for the Houston Airport System.  Services included development of methodology for compilation and projections of ad valorem tax values specifically for land use scenarios developed from charrettes formed during the public outreach process.
